Marco Rubio clarified that the United States government had no role in slowing Starlink internet speeds in Ukraine. He said he doesn't know what Zelenskyy said, and he's not sure Zelenskyy fully understands what he is talking about, but it wasn't deliberate.

No one in the United States ordered Starlink's speed to be slowed down; it just sort of happened. However, to his understanding, it has now been fully restored and is back to where it was before.

Continuing further, he mentioned that while they were using Starlink for their drones, Starshield has also been restored. He clarified that Starshield is a completely different product with a contract with the US military, and it has nothing to do with Ukraine.

Although Ukraine wants access to Starshield to conduct deep strikes inside Russia, they do not currently have access to it because these are two entirely different products.

Rubio also dismissed reports that the White House had given any such order. He saw a report about it a few days ago which was categorically false, as no one at the White House ordered anyone to slow down the internet or reduce speeds so that certain drones couldn't use it. To his understanding, the system is back up and running.
